He probably can, but it's not guaranteed, especially knowing that the current situation can escalate any moment

It's Russian (I guess also Ukrainian) way. I've known couple Russians and both of them will say how they truly feel. Not scared of disagreeing or "hurting" feelings. If they think something suck they will say it. I have heard this is quite common Russian trait and Ukraine likely somewhat similar.
