why doesn't riot just give extra slots to the winners of each international event, like optic win and na gets one more slot for the next event

Slots only change from one season to another

yeah like what happened in masters 3 -> champs

dont need to do that because if that happen strong region with most win can attain more slot for other tourney
giving less chance for weaker region
