Shangai format question

For the 1st seed teams from each region - how is it decided who gets the pick first out of the different leagues? Like what if PRX & Fnatic choose to play against the same team

they don't get to pick, its randomly seeded between the 2 groups winners

It's gonna be a draw I believe
So if PRX gets drawn first they get first pick and so on
